A quickfire double from the visitors on 75 and 76 minutes set the game up for an action-packed finish.
Yilmaz then completed his hat-trick with a superb free-kick 14 minutes from time, before Cakir kept out Depay’s late penalty to secure the win for Turkey.
Frank de Boer’s men threatened a late comeback with goals from Davy Klaassen and Luuk de Jong, but ultimately could not turn the tide.
Their momentum was ended, however, by a stunning free kick from Yilmaz that completed his hat-trick and secured the points for Turkey.
Holland meanwhile must now brush themselves down and go again, with two must-win matches on the horizon.
Turkey will be full of confidence ahead of their next qualifier. They travel to face Norway next time out.
Netherlands, meanwhile, will seek to get their first points when they host Latvia.
